I think too you could maybe have her being sympathetic to her brother and maybe even secretly feeling a little sorry for him but also at the end of the day she's a young girl and she can't help but enjoy seeing him embarrassed and naked and she can't resist joining in with the other girls in ...

She is still relishing in her dominant position over a naked boy.
Especially since James is 13!
