So, fun bit of history, this is actually an ancient practice. The Greeks didn't consider a man to be nude unless his glans was exposed, so men with naturally short foreskin (the Greeks never came up with the horrid idea that you make a penis better by removing part of it, so the only way for an exposed glans to happen is if you were unlucky enough to be born with a foreskin not long enough to cover it). Jews traveling through the area took note of this, and it's worth noting that prior to the 2nd century, the Jewish practice of circumcision would be what is now considered a partial circumcision (we'll circle back on this) and thus still had some foreskin that they could pull forward and tie and pretend that they were intact men with naturally short foreskin. Something that both Greeks and those Jews wishing to hide the fact that they were Jews began to notice was that the more often they tied their foreskin forward of the glans, the longer their foreskin became. Thus, the Jews became the first foreskin restorers (a movement that is coming back today). By the second century, it had become such a common practice that the Rabbis were panicking that too many Jewish men were reversing their circumcisions so that they could convert to Christianity (oh yeah, prior to the 1800s, Christians were aggressively anti circumcision, Paul was explicit that allowing yourself to be circumcised would be cut off from Christ and that those who still practice circumcision should cut off their own dicks, yeah, Paul went hard). So, the Rabbis developed a new method of circumcision, one that more closely resembles what we have today, claiming that God has actually ordered Abraham to not just cut the foreskin, but to completely remove it, and the only reason that he didn't completely remove the foreskin was that tools and techniques hadn't yet developed to the point that it was possible. Now we have the tools and techniques, we will follow the true commandments... Of course, most think the actual goal was to just make it harder to do foreskin restoration forcing Jewish men to stay Jewish. Fortunately, difficult doesn't mean impossible, and that was one of the first techniques rediscovered. Many Jews were able to successfully hide their circumcisions using that technique, regrowing at least enough foreskin that they looked like they just lost the genetic lottery and were unlucky enough to have a short foreskin, rather than being circumcised (and it they were seen tying their foreskin forward of the glans, they could always claim that they were born with a short foreskin, but they were working on stretching it because they didn't want to be mistaken for some Jew).
So, not just based on a true story, but a tragically common one.
