According to our associate's notes on another forum about this German serial TATORT (episode 1100: Nemesis), that is his mother and he's being punished using hot water. Seems to me neither the "mother" or the actress are entirely immune to the nude youngster's charms. But this short clip is all I have ever seen. I did not do the editing on that one.
