I would presume somewhere in the early 20s is when this town considers male nudity to be sketchy. But I suspect if a man looks quite young for his age, say still looking like a young college freshman at age 30, his nudity can be more accepted.
Naked punishment are not given on a corporal level. If parents want to make their son go naked as a punishment in their own home, that is their prerogative, but if the parent does it in public most adults and authority figures will consider that child abuse. Male nudity is legally and culturally accepted, but not enforced. But if a boy ends up naked via bullying or accident, adults nearby will be in no hurry to get him a change of clothes and will even make excuses for why he should stay that way. Authority figures will not cause the boy's nudity, but they will maintain it under a thin layer of plausible deniability.
"WAKE UP!! It's time for breakfast and cartoons!! Then we can go outside and see if anyone wants to play," Jacob exclaimed. I opened my eyes to see he was sitting on top of me and my blankets, looking me right in the face.
"Leave me alone, booger face!" I yelled to Jacob as i pushed him off of me. Just as I did that, I noticed that he was naked. "Get dressed and I'll be right down for breakfast, snot breath," I said to him as I started to roll out of bed to get my shorts and shirt on.
"No way, I said I'm going NAKED now. If I don't ever need them I'm going to be naked forever!" Jacob exclaimed as he bolted out of the room and down the stairs to breakfast and cartoons, his exposed penis and balls wagging between his legs and his bare butt jiggling behind him.
Breakfast and cartoons are a long time tradition with Mom, Jacob, and I. After I got dressed with my shorts and my shirt I went down to dish up some bacon, eggs, and mom's unique hash-browns and plopped down on the couch with them. Once we got there we were surprised to see probably close to 30 kids playing a couple different games. About 12 of the boys were completely nude with most of the others in some state of undress. Two naked boys ran right up to Jacob and I, followed shortly behind by Jon who today was sporting a pair of bright yellow underwear. "HIKE!" Jon yelled, as he tossed the ball to me.

Before I could answer, a gust of wind tore through the street. She gasped and jerked the skirt down, cheeks burning crimson. The teddy bear slipped from her grasp, tumbling toward the gutter. We both lunged for it at the same time.
Our heads collided painfully. Stars exploded behind my eyes as I stumbled backward, right into a sprinkler that suddenly hissed to life. Cold water soaked my shorts instantly. Macey scrambled to grab her bear, eyes wide with concern. "Are you okay?" she asked, voice trembling. Water dripped from my hair onto my shirt, plastering it to my skin. The sprinkler hissed rhythmically, drenching my sneakers. I could feel my boxers clinging uncomfortably. My soaked clothes felt heavy and cold, and I shivered despite the summer heat. Macey stared wide-eyed, her gaze drifting down my body... and lingering.
Jon streaked by completely naked, chasing one of the little boys who'd stolen the yellow underwear Macey had pantsed off him. "Get back here, you little gremlin!" he yelled, his tiny penis jiggling wildly as he vanished around a corner.
With the moment broken by that interruption, Macey giggled, but then her cheeks flushed deeper. She held her teddy bear closer against her chest, fingers tightening around its worn fur. "Jon hates it when they do that," she whispered. The water continued soaking me, chilling my skin beneath the clinging fabric. I felt exposed, vulnerable... and strangely aware of her eyes tracing my wet shirt clinging to my shoulders and chest.
Macey hesitated, then pointed a small finger toward my soaked shorts. "You... should probably take those off before you go home," she murmured softly. "They'll chafe." Her cheeks flushed cherry-red as she peeked over her bear. The sprinkler clicked off abruptly, leaving only the sound of dripping water. My heart pounded. Her shy suggestion felt scandalous, thrilling. I glanced down. My shorts were drenched, dark blue plastered to my thighs, outlining every contour. The idea of stripping right there in her yard, in broad daylight, felt terrifying... and inevitable.
A car door slammed nearby. We both jumped. Mrs. Henderson from across the street waved cheerfully, carrying groceries inside as if nothing were unusual. Not the soaked boy, not the busty girl clutching her bear, not the distant shouts of naked children. The version of normalcy here was unnerving at times.

I highly suspect I subconsciously based Macey on aspects of myself.
In writing the first three chapters, I can also say I have grown unusually fond of her. I enjoy writing scenes she is in the most. There is just something about a girl shy enough to hide behind a teddy bear yet daring enough to show her overdeveloped cleavage, pull her brother's pants down to giggle over, and tell the boy she likes that he smells nice which makes for a fun time writing her scenes.
