I love this. I do wonder though... I understand that in your modern day stories (where Lily is in highschool), the teachers are used to seeing Lily in her underwear. However, here in this flashback era (when Lily is in year 7), I wonder if the teachers would scold either Lily or those who pants her (such as Alice), since I imagine that the teachers wouldn't be used to it yet. Actually, that reminds me. I've heard that the UK had a rule in many schools where if a student forgets their PE kit, they have to do PE in their underwear (though I think that was more common in the 80's). You could probably do something with that in a story.

But I put the first incident down to no teachers or SLOs (I don't know if they're a thing all around the UK and US but basically they're school security and oversee isolations and detentions) seeing it (bollocks I know. But then again when you need a teacher there is none about).
I definitely will do a story where Lily loses her pants completely and has to spend a whole day in her panties. And also a naked story I'd love to do that.
For the PE thing it is not true nowadays. I've heard about that too but I haven't heard much reports of it happening in real life. But again we can stretch reality for the sake of a story. I mean most of these stories on here wouldn't happen if we went as realistic as possible.
Maybe the parents pull the teachers into the fold. Leading to some very unique special rules exclusive to Lilly. All of which with the end goal of Lilly showing off her panties and/or completely naked.
Maybe the first teacher would be the health teacher pantsing Lilly bottomless or possibly stripping her for a class lesson.
As for the gym policy you could very well have it so the policy was never amended/removed just hasn't been enforced. There's also a UK School where the kids decide the rules, with them have a nude day and nude classes/swimming for a bit years back.

I like the idea of Lily being pantsed or even stripped naked by a teacher. Like that person definitely has authority over her so there's no way that she's getting out of it. And the idea that it could be orders from the head teacher with the permission from her parents just makes it so much better.
I could do that for PE class yeah. Or even maybe that rule is just for her
