I've noticed so times that the ones that don't cover their crotch are on the largish side (not fat shaming, just an observation) so the folds of meat kind of covers everything. So there's nothing noteworthy left to see down below anyway. And inversely, there's more area exposed on the upper half, so it would make sense to cover up on top instead for these women

While all women know men surrounding them or hanging out with them want to see a woman's breasts, sometimes women are in a circumstance where they are less in realizing just how perverted we guys are. It depends on the situation.
Breasts are much more visible than the vagina, so some women tend to cover them up more.
But in situations where going topless is more common, it’s more natural to cover up the lower body more.
At the beach, I’ve seen women change into their swimsuits by wrapping a towel only around their waists, leaving their upper bodies uncovered while they change their tops.
