I don’t have any idea what site this story was on, but I remember a girl sitting in her seat in class and the boy sitting behind her would mess with her clothing. I think he used scissors to cut her clothes off her body in the middle of class. Anyone remember this story?

Not sure if it is the story you are thinking of, since it is another girl cutting the clothes of the girl sitting in front of her with scissors. But the story The Debt by 'Lady Lucia' on this site has that scene near the beginning.
