I often to use male characters who are fourteen or fifteen for a couple of reasons.
1. Boys this age are getting their first consistent issues with erection problems.
2. After the onset of puberty, and growth changes taking place rapidly, a boy with a smallish body can have an adult sized penis.

Six inches doesn't look like a whole lot on a grown man of six feet tall and weighing 200 pounds.
The same male can have that six inch penis at fourteen, when he is five feet five inches tall, and weighing 100 pounds. It will look huge
on him at that age, and when combined with how easily he gets excited...good material for ENM stories.

And any male you see with a huge one would have been quite impressive as a young teenager.

I think it is accurate that the average age a boy first can achieve a full orgasm is 13.5 years. That does make fourteen a common age for
first timers. Taking until age sixteen would be cause for some concern.

It took a long time before I discovered what actually worked for me (and before I could be confident in having enough privacy from other family members entering my room unannounced), not helped by the fact I didn’t have my own proper phone until my 20th birthday. It was the lockdowns that finally helped resolve those other issues and allowed space for my own self-exploration.

(I even have a video of that first time as I was recording my attempts to watch later to discern what did and didn’t work, and I released more then than I can do in an entire month now.)

{Edit to add: Another key part of the delay in the person-controlled elements of the pubertal process was that I was adopted aged 6 from an extremely abusive mother and entirely-absent father. That meant I was initially learning about myself (including all medical diagnoses including autism) whilst already undergoing puberty as well. That’s why all the learning about myself and sexual enjoyment came (pun not intended) much later than it might otherwise have done: I simply wasn’t in a position to comfortably explore such things any earlier than that.}

[And yes, I do give full permission if anyone wants to use such a situation in a story at some point.]

Six inches at age 14 would mean having a two-hander. I'm trying to imagine what that would be like.

Working in the medical field, I can say that the average adult male erect penis is seldom more than 6 to 6.5 inches in length. An erect penis 7-8 inches would be relatively unusual.

In terms of reading stories... no strong preference, if a story is well written and picks up on themes I enjoy I'll probably read it. Those themes don't need to be dominant either but nice if one or two are at least touched upon. Equally I've read stories on other sites (because a title or story description intrigues me) that contain none of the usual stuff I enjoy.

As a prior reply to the question touched on, my biggest turnoff is when I read "James was 11 and had a 9-inch penis". I'm not a fan of sci-fi television, films or books. I include the example given as science fiction. The same goes for the other end of the spectrum "James was 19 and had a 1 inch penis". It's outside what I consider normal or possible so find it difficult to read on if I see that. No criticism of the authors, and that does mean a story is poor in any way. The Hobbit is supposedly a 'classic' - I tried it when I was at school. Went back on the library shelf after 10 pages.

I will make an exception, I loved Stig of the Dump as a young boy... I now know it is 'unlikely' a boy would befriend a caveman...but I keep an open mind.

From a writing perspective... I've only written 2 stories. Both are ENM, and first person narrative as I was once a boy so it's easier. I think later age works best for me as I can use my own experiences of growing up. 13-17 is great because mental capacity is nicely developed at that age as are emotions, feelings and recollection. Personally I couldn't write in the first person if the character was 10 yrs old - I'd find it restricting mentally rather than physically for the character. I have used younger characters when writing but mostly for added embarrassment for an older boy or because it suits the plot or direction I want to take in the story. With boys of this age a penis is likely to be smaller as the character hasn't finished puberty.

I probably lean towards smaller in general

At the middle to lower end of that 13-17 bracket late puberty, lack of hair, delayed puberty can be used to add embarrassment or humiliation and it remains medically plausible i.e not sci-fi. A smaller penis is plausible at any age. SPH for a teen boy (or a man) can really work in stories, but it doesn't need to be a 1 inch willy to work. You can have brothers say 15 yrs old... one with a 3 inch willy and the other with a 4 inch willy; soft; is 3 inches small? To me it's fall within the range of normal but for the character if he's comparing to his brother, he may perceive that he is small. SPH doesn't strictly have to be about the size, it can be purely psychological or perceived based on comparing.

There's plenty on the internet, credible stuff, regarding boys normal pubertal development for pubic hair, testicle size, penis growth and the age brackets/range that it is accepted that it should normally occur within. 14 and no hair; possible; 16 and no hair... your parents should be taking you to the doctor. For men... you can pretty much only play with cock size - no point being hairless unless shaved off or having never ejaculated - but it could be 3/4/5/6/7/8/9 inches hard. The smallest and largest numbers on that scale are for me entering turn off territory and pretty uncommon... anything else is fair game medically.

Apologies for boring anyone... interesting question posed by the original poster and replies - whether leaning towards larger or smaller - gave me food for thought and think about my own likes and dislikes.
